The city of Riverside has approved ordinances to allow cannabis businesses for the first time. The program will also not limit permits for testing laboratories, and voters may see a cannabis tax measure on the November 2024 ballot.

California legalized recreational marijuana in 2016, and a slight majority of Riverside County residents supported the measure. However, in 2017, the Riverside City Council passed a moratorium to prohibit commercial marijuana businesses, with exceptions for lab testing facilities. In 2018, the council prohibited commercial cannabis businesses except for testing laboratories. The city received notice of support for a citizen initiative to repeal Riverside’s ban on commercial marijuana in 2021.

Councilmembers discussed the program’s details and how to support permit applicants disproportionately affected by previous cannabis legislation. The council decided to hold an undecided number of permits in reserve until the completion of a study. Councilmember Ronaldo Fierro said Tuesday’s decision “is the first step in a pragmatic and sensible policy process centered around providing benefit and opportunity for all Riverside residents.”

At the meeting, Councilmember Perry expressed concern about the additional strain the program would put on city employees. At the same time, Councilmember Conder called attention to issues that Denver has had since legalizing the sale of recreational marijuana. Some people spoke about the program at the meeting, with some supporting it and others, like Rich Gardner, a former Riverside mayoral candidate, opposing the idea.

City officials will now develop a process to review applications and implement the program. The council could consider those details in the summer, and the city could start accepting permits in July. However, the permit holders will need city and state permits, and cannabis businesses will “have to be at least 1,000 feet from public, private and charter K-12 schools, and at least 600 feet from licensed daycare facilities and community centers.”
